School Board Minutes 10/15/2015

                        A meeting of the Berlin Board of Education was held in the Berlin High School library at 6:00 p.m. Present for the meeting were Nicole Plourde, Lynn Moore, Louise Valliere, Corinne Cascadden, Bryan Lamirande, Julie King, Amy Huter, Tim Forestall, Dan Record, Martha Miller, Kevin Carpenter, Roland Pinette, Autie Hamilton, Scott Losier and a member of the press.

MINUTES         On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to approve the minutes of the October 1, 2015 joint meeting, public and nonpublic sessions. The motion passed unanimously.

WARRANTS                On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to approve the warrants dated, October 12 and October 19, 2015 for the amounts of $11,134.92 and $405,158.80. On a roll call vote, all members voted in the affirmative.

SUMMER PROJECTS Bryan Lamirande informed the Board on the status of the summer projects completed and still in progress throughout the district.

FINANCIAL REPORT        The Board reviewed and approved the financial report.

FY 17 BUDGET            School Board Chair asked the Administrators what positions are they in need of in light of the changing demographics. Positions administrators expressed a need for are:
                        Behavior Specialist and programming a locally funded math specialist to add to the current grant funded position, and a district curriculum coordinator to address the state requirement of K-12 competencies.

FY 17 TUITION           This item was tabled until the next meeting.

POLICIES JCA, JFAB      On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to approve the revisions to Policies JFAB, Admission of Tuition and Non-Resident Students, and JCA, Change of School or Assignment as presented. The motion passed unanimously.

SCHOOL MANUALS  On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to approve the Student Manuals for the 2015-2016 year. The motion passed unanimously.

EMPG                    A motion was made by Lynn Moore, seconded by Louise Valliere, to accept the terms of the Emergency Management Performance Grant (EMPG) as presented, in the amount of $20,000 for the purchase of building access control systems. We recognize the total cost of this project will be at least $40,000, in which the school department will be responsible for the 50% match ($20,000). On a roll call vote, all members voted in the affirmative. The Berlin Board of Education, in a unanimous vote, accepted the terms of the Emergency Management Performance Grant (EMPG) as presented in the amount of $20,000 for the purchase of building control systems. Furthermore, the Board acknowledges that the total cost of this project will be at least $40,000, in which the District will be responsible for a 50% match ($20,000).

                        A motion was made by Louise Valliere, seconded by Lynn to Moore to authorize the Superintendent, Corinne Cascadden, to sign the grant agreement on our behalf. On a roll call vote, all members voted in the affirmative.

MOU                     On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to approve the revised Memorandum of Understanding between the Berlin and Milan School Districts as presented. The motion passed unanimously.

RESEARCH STUDY  On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to approve the research study to be conducted by the Superintendent, regarding college and career readiness and resilience of at-risk high school students. The motion passed unanimously.

SUPER’S REPORT        The Superintendent informed the Board of the following issues:

  • NECAP Science Results
  • Video of UNH STEMFEST
  • Community Forum on Heroin/Drug Use
  • “No More Campaign” by all City Departments
  • October 1st Enrollment
        
COMMENTS                None


MEMBER BUSINESS Lynn Moore commented how wonderful homecoming was, and thanked Berlin City Chevrolet for the use of their vehicle for the parade.

                        A meet the candidates night will be held at City Hall on Wednesday, October 28, 2015. This will be a great opportunity for the public to meet the residents running for the School Board positions,

                                                                                
NON PUBLIC              On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to go into nonpublic session at 6:55 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.

                        On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to come out of nonpublic session at 7:45 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session.

                        The motion passed unanimously.

                        All nominations are contingent on the applicant passing a background check.
                        
ADJOURN         On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to adjourn it’s meeting at 7:50 p.m. The motion passed unanimously.

BERLIN BOARD of EDUCATION
NONPUBLIC SESSION
October 15, 2015


On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to go into nonpublic session at 6:55 pm in accordance with RSA 91-A3II (a), (b), and (c). On a roll call vote, all members voted in the affirmative.


The Board discussed BESS negotiations.

The Board discussed staffing.

The Board discussed removing the Hillside Basketball Coordinator renomination, as it was previously presented, and added the drama assistant position for BHS.

On a motion by Lynn Moore, seconded by Louise Valliere, the Board voted to come out of nonpublic session at 7:45 p.m.~  The motion passed unanimously.~
